Summary:                    Cache hits cause unnecessary log messages
Description: 
Every cache hit logs a message something like this:

[Wed Jan 11 17:05:41 2006] [notice] xradius: fetched
'O6/E+8ul+08HybfDQYiivQ==':'O6/E+8ul+08HybfDQYiivQ=='

They are logged at the 'notice' level.  The Apache documentation has this
to say about logging levels:

When logging to a regular file messages of the level notice cannot be
suppressed and thus are always logged. However, this doesn't apply when
logging is done using syslog.

The problem is that this message is logged for every cache hit, which is a
normal condition.  I'm using this module to authenticate access to a
Subversion repository, and the error logs can grow to many MB.
