[Mod_log_sql] Release of version 1.100 of mod_log_sql

Today I am finally releasing mod_log_sql 1.100. This release fixes many
issues that have been found, including configure detection and SQL
escaping crashes.  It is highly recommended that you use this new
release if you are using a 1.9x (aka pre 2.0) release of mod_log_sql.

There is only one new feature, and that is the new "V" log format
directive, which is exclusive to "v".  Only one or the other may be
specified.  The difference between the two is exactly the same as the
standard mod_log_config usage the capitol V will log the requested
hostname instead of the "ServerName" into the virtual_host field in the
database.

I know several of you have been trying to get mod_log_sql working under
win32, this release includes the missing winconfig.h file which needs to
be copied to config.h to compile on win32 (make sure you pass
-DWITH_APACHE13 or -DWITH_APACHE20). I currently am not officially
supporting win32 versions of mod_log_sql. There are still some issues
with threading that need to be resolved first, so don't expect it to run
well on a highly loaded server. These issues will be fixed in future
versions as I test threaded apache builds with mod_log_sql.
