[Mod_transform] HTML Parsing support

I've combined the html parser support and the environment variables as
parameters from #74 into a single diff against the trunk. Parameters
are now quoted as strings as mod_rewrite's SCRTIP_URL is not a valid
xpath.

Is there anything I can do to help get this merged to trunk?
