[Modules] mod_gnutls doesn't detect apr_memcache from apr-util >=1.3

apr_memcache has been integrated with apr-util >=1.3.
The checks in build system of mod_gnutls should be updated to properly detect
availability of apr_memcache when apr-util >=1.3 is installed.

Personally I would suggest to remove support for apr/apr-util <1.3 and Apache 2.0.*.
