[Mod_ftpd] mod_ftpd not accepting password

The problem has to do with the fact that mod_ftpd_default is not
attaching to the global semaphore lock (the error -17 that appeared in
the logs)..  so the error.log in apache is what is useful.

What OS is this running on?
